The method comprises the following steps: S1, describing a complex measurement and control scene; s2, designing measurement and control scheduling performance evaluation indexes; s3, forming a measurement and control resource scheduling scheme;s4, applying a DQN algorithm in generation of a measurement and control resource scheduling scheme; and S5, implementing the measurement and control resource scheduling method based on the DQN. According to the method, the measurement and control resource scheduling strategy adaptive to the measurement and control scene can be generated in a complex measurement and control environment without accurately modeling the measurement and control environment, so that the measurement and control resource scheduling efficiency is maximized.
