Zusammenfassung:	The invention discloses a universally-rotating wire feeding device and process capable of being used for additive manufacturing adopting lateral wire feeding. The universally-rotating wire feeding device capable of being used for additive manufacturing adopting lateral wire feeding comprises an integrated rotating device, wherein a welding gun penetrates into the integrated rotating device; an installation frame is arranged on the surface of the bottom of the welding gun in a sleeved manner; a fine adjustment device is installed at the side of the bottom of the installation frame; a wire feeding nozzle is formed in the bottom end of the fine adjustment device; a base plate is arranged at the bottom of the welding gun; a plasma forming manufacturing layer is arranged on the surface of the base plate; and a distance exists between the plasma forming manufacturing layer and the bottom end surface of the welding gun.
