The catalyst comprises a carrier and a matrix, wherein the carrier comprises an oxide of zirconium and an oxide of cerium; the matrix comprises an oxide of iron and an oxide of copper; the mass ratio of the oxide of zirconium to the oxide of cerium is (1: 0.6)-(1: 0.8); based on the total mass of the carrier, the loading capacity of iron is (mass fraction) 5%-7%, the loading capacity of copper is (mass fraction) 7.5%-22%, and the mass ratio of the loading capacity of iron to the loading capacity of copper is (1: 2.5)-(1: 4).
