Zusammenfassung:	The invention relates to an AIS-based overwater intelligent monitoring management method and system. The method comprises the following steps: collecting the basic information of a ship, and preprocessing the basic information to obtain corresponding ship navigation information; collecting surrounding environment data of the ship, and processing the surrounding environment data to obtain corresponding ship environment information; uploading the ship navigation information and the ship environment information to a corresponding shore-based server; predicting the navigation path and the navigation time of the ship, and obtaining a prediction result; estimating the prediction result, and calculating a risk probability; and comparing the risk probability with a preset risk threshold, and sending a warning signal to the ship under the condition that the risk probability is greater than the preset risk threshold.
