The invention discloses a hard-shell benthos anti-scouring structure of a marine foundation and a construction method. The benthos anti-scouring structure comprises piles and stones to which hard-shell benthos is attached to grow and hard-shell benthos. The construction method specifically comprises the steps of arranging the multiple cement piles and stones to which the hard-shell benthos can beattached to grow around the marine foundation, and scattering young hard-shell benthos to an area formed by the marine foundation, the piles and the stones; and after the hard-shell benthos is attached to the piles and the stones to grow, scattering the young hard-shell benthos for multiple times to supplement gaps among the benthos until a formed benthos anti-scouring hard shell layer of the marine-foundation-benthos-soil-body completely covers an original soil layer.
