The device comprises a base liquid basin, a partition plate, seedling raising pots and a protective cover, wherein the base liquid basinis provided with a cavity for accommodating base liquid, and the top of the base liquid pot extends to the outer side to form an edge, a baffle plate is arranged at the upper portion of the edge, anda positioning rod is arranged on the outer side wall of the baffle; the partition plate is arranged on the edge and located at the inner side of the baffle, and a plurality of mounting holes are formed in the partition plate; the seedling raising pots are movably arranged in the mounting holes in a sleeved mode and used for cultivating seedlings, and permeation holes are formed in the bottoms ofthe seedling raising pots and located in the base liquid; and the protective cover is arranged on the positioning rod in an overturn mode. The device provided by the invention not only can provide normal ventilation and illumin
