The method for preparing the cobalt metal catalyst by heteroatom doping comprises the following steps: dispersing and dissolving biomolecules in a solution, sequentially adding a cobalt salt and an organic ligand, stirring, drying, and directly carbonizing at a high temperature to prepare the heteroatom (nitrogen, phosphorus and sulfur) doped cobalt metal catalyst in one step.
