When a counterweight flying wheel rotates normally, the problem that the energy consumption of the motor is increased as a result of non-uniform resistance in valve opening and closing process can be solved. When the driven shaft lever is resisted to stop rotation, the counterweight flying wheel can generate an impact force to overcome resistance soas to restore rotation. B
