The invention provides a device and a method for testing quiescent current of a whole electric vehicle. The device comprises a digital multimeter and a data collector. The digital multimeter is provided with a meter pen anode connecting piece and a meter pen cathode connecting piece, and a switch is connected between the meter pen anode connecting piece and the meter pen cathode connecting piece.The meter pen anode connecting piece is used for connecting an anode wiring terminal of an electrostatic low-voltage circuit, and the meter pen cathode connecting piece is used for connecting an anodecolumn of a battery in the electrostatic low-voltage circuit. The data collector is electrically connected with the digital multimeter, and the data collector is used for collecting and storing the current tested by the digital multimeter.
