The method comprises the steps: acquiring historical resident cell information and a current tracking area list TA List of a to-be-paged narrow-band Internet of Things NB-IoT terminal; determining a target resident cell of the NB-IoT terminal to be paged according to the historical resident cell information of the NB-IoT terminalto be paged and/or the current TA List; and paging the NB-IoT terminal to be paged in the target resident cell.
