When it is determined that at least one faulty GPRS router is accompanied in each GPRS router connected with the industrial personal computer, the GPRS routers are connected with the industrial personal computer; obtaining a to-be-transmitted signal transmitted by using the GPRS router with the problem; and a bandwidth occupancy rate of the standby GPRS router, the weight value of the signal to be transmitted and the bandwidth occupancy of the standby GPRS router are used; determining a to-be-transmitted signal of the transmission permission of the available standby GPRS router; and then, by virtue of the transmission sequence of the to-be-transmitted signals of the transmission authority of each obtained standby GPRS router, the standby GPRS router is used for transmitting the signals in a state that the GPRS router has a problem, so that the defect that the relia
