The beneficial effects of the invention are that: the acrylate emulsion, the rust conversion agent, the phosphate functional monomer, the composite emulsifier and the corresponding reaction monomer are combined to form a synergistic effect, so that the acrylate emulsion can be used for coating with rust, the adhesive force of a dried paint film of the acrylate emulsion can reach 0 grade, and the hardness can reach 2H or above.
