The video image monitoring device includes a machine body and a rocker arm arranged infront of the machine body, a first emitter for emitting visible light is installed on the rocker arm, and the visible light emitted by the first emitter is in parallel with a tunneling head; and a fixing frame is arranged on the upper part of the machine body, a lifting mechanism is arranged in the fixing frame, a lifting frame is arranged in front of the lifting mechanism, a rotating mechanism is arranged in the lifting frame, the rotating mechanism includes a rotating roller, connecting shafts are fixed to both ends of the rotating roller, a driven gear is fixed to the connecting shaft on one side, a driving gear is arranged below the driven gear, the driving gear is fixed to an output shaft of a first servo motor, the driving gear and the driven gear are connected through a chain, a fixing rod is fixed to the
