The invention discloses a method for increasing the bulk of a paper-making reconstituted tobacco substrate by adding stem particles. According to the invention, the purpose of increasing the bulk of paper-making reconstituted tobacco is achieved by adding stem particles with different meshes into the paper-making reconstituted tobacco substrate. The method comprises the following steps: preparingpulp from leached, solid-liquid separated and defibered tobacco stems and tobacco powder, additional plant fibers and a filler, adding tobacco stem particles treated by a crusher into mixed pulp of tobacco pulp, the additional plant fibers and the filler when the pulp is defibered, and finally, carrying out paper making to obtain the substrate. By increasing the bulk of the paper-making reconstituted tobacco, the filling performance of cigarettes is improved, the combustion performance of the cigarettes is improved, the effects of reducing tar and harm are achieved, and a novel method is provided for continuous indust
