By designing a triple overlapped heat pump heating system, the flow of circulating water of each stage is controlled by matching a first stage circulating pump and a third stage circulating pump with a third stage third flow valve an d a first stage flow control valve, so that the water temperatures at inlets and outlets of the heat pumps of all the stages reach a preset value or a set value.
