The invention relates to a production process of an Nb-containing high-strength high-toughness hot-rolled steel sheet pile. The Nb-containing high-strength high-toughness hot-rolled steel sheet pile comprises the following chemical components in percentage by weight: 0.09%-0.29% of C, 0.13%-0.40% of Si, 0.80%-1.60% of Mn, less than or equal to 0.035% of P, less than or equal to 0.035% of S, 0.01%-0.06% of Nb, 0.010%-0.035% of Als, less than or equal to 0.65% of CEV, 0.010%-0.025% of Ti, less than or equal to 0.30% of V, less than or equal to 0.03% of Ni, less than or equal to 0.3% of Mo, and the balance being Fe and inevitable impurities. The production process of the steel sheet pile comprises the steps of smelting by using a converter or an electric furnace, refining out of the furnace,continuously casting, heating and rolling.
