The cold-bonded non-cured modified asphalt waterproof material comprises the following raw materials: petroleum asphalt, improved asphalt, operating oil, a heat-resistant reinforcing material, a reinforcing bonding material, a viscosity control material, a flowability preventing mixture, rubber powder, an improved water-based material, an amphiphilic tackifying improver and a reinforcing strength material. The cold-bonded non-cured modified asphalt waterproof material disclosed by the invention has the following advantages: the self-adhesive asphalt waterproof material has very good initial adhesion; even if a small amount of dust exists on the surface of a base layer, the base layer is wet and a temperature is low, the waterproof material can be well bonded with the base layer and is not prone to stripping after bonding; the laid waterproof material is free of volatilization of volatile organic compounds, free of curing (cr
