The hydraulic constant-pressure energy storage and release systemcomprises a constant-pressure storage tank, first motors and second motors, wherein the constant-pressure storage tank is positioned below the liquid level and moves up and down in the vertical direction, the constant-pressure storage tank is provided with a gas inlet and outlet and a water inlet and outlet, and the gas inlet and outlet communicates with a gas compressor and an air turbine through a pipeline and a three-way valve; the first motors are connected with the upper end of the constant-pressure storage tank through first load cables; and the second motors are connected with the lower end of the constant-pressure storage tank through second load cables.
