A scale inhibitor and an inorganic nano-carrier serving as one of slow-release components are assembled into a homogeneous whole in the form of a solid solution, and the homogeneous whole is coated with a layer of controllable swelling polymer. When the polymer swells in an environmental medium, the scale inhibitor is slowly released.
