The water-based coating composition includes a polyol; a polyisocyanate; a hydrophobic curing catalyst which is madeof an organometallic compound containing at least one metal atom selected from the group consisting of Sn, Bi, Zr, Ti, and Al and of which solubility in water under conditions of atmospheric pressureat 20 DEG C. is 1 g/100 ml or less; and a nonionic surfactant of which an HLB value determined by a Griffin method is 10 to 15. 本发明提供水性涂料组合物及其制造方法。水性涂料组合物含有多元醇、聚异氰酸酯、疏水性固化催化剂和非离子性表面活性剂，所述疏水性固化催化剂由含有选自Sn、Bi、Zr、Ti和Al中的至少一种金属原子的有机金属化合物构成，所述疏水性固化催化剂在20℃且大气压条件下在水中的溶解度为1g/100ml以下，所述非离子性表面活性剂的采用格里芬法求出的HLB值为10～15。
