The liquid crystal phase modulation device includes a first substrate, a second substrate, a liquidcrystal layer, and plural spacers. The second substrate is opposite to the first substrate. The first substrate has a first electrode layer, and the second substrate has a second electrode layer. Theliquid crystal layer is between the first substrate and the second substrate.
