Themethod comprises the following steps: preparing waste slurry generated through cutting stone in a stone factory into slurry, obtaining dried hollow particle raw materials with stable compositions through spray granulation, detecting the chemical compositions, adjusting the ratio with other raw materials, automatically weighing the ingredients, carrying out dry pressing to form pellets, and obtaining the final special steel refining slag through screening, detecting and packaging, wherein equal to or greater than 85% of special steel refining slag has the granule size between 0.10-1.5mm, and after pelleting, the raw material H2O is equal to or less than 0.5wt%. The stone waste slurry is prepared into slurry, then, the uniformly dried and stable raw material is obtained through spray granulation for dry pressing to
