The manufacturing method comprises the following steps: S1, manufacturing a rock-soil pressure sensor inclusion mold; S2, fixing the rock-soil pressure sensor in the inclusion mold; S3, preparing a mortar mixture of which the density, the strength and the elasticity modulus are matched with those of the rocksoil to be measured; S4, filling a shell cavity of the inclusion mold with the glue-sand mixture manufactured in the step S3, filling the shell cavity with the glue-sand mixture, the glue-sand mixturebeing flush with the upper end face of the shell, and standing and curing are conducted; and S5, after curing is completed, disassembling the ladle body mold.
