Zusammenfassung:The embodiment of the invention provides a congestion control method and device for a low-orbit satellite network. The method comprises the steps that a data link layer determines the average use condition of a cache queue of the low-orbit satellite network within a preset time interval and sends the average use condition of the cache queue to an OSPF protocol; the OSPF protocol receives the average use condition of the cache queue, determines a new link cost according to the average use condition of the cache queue, and performs flooding according to the new link cost; and the OSPF protocol determines the shortest path according to the new link cost so as to obtain a path avoiding a congested link.
