The method comprises the following steps of S1, determining a objective object in a biomass power generation subsidy model; S2, constructing an objective function; S3, determining an objective constraint condition; and S4, determining the absolute constraint conditions including a raw material purchase constraint, a power generation constraint, a demand constraint, an enterprise profit constraint and a subsidy constraint; and S5, according to the constructed objective function and each constraint condition, constructing an improved biomass power generation subsidy model in combination with the objective object. According to the invention, different objectives of different main bodies can be balanced to achieve the optimal subsidy quota.
