The vehicle-mounted power supply device comprises a three-level bidirectional converter, an energy storage control system and an energy storage system which are connected in sequence, wherein one end of the three-level bidirectional converter is connected with a train direct-current bus, the other end is connected with the energy storage system through the energy storage control system, electric energy of the train direct-current bus is subjected to buck chopping through the three-level bidirectional converter and then supplied tothe energy storage system for charging, or the electric energy of the energy storage system is subjected to boost chopping through the three-level bidirectional converter and then released into the train direct-current bus, and the charging and discharging of the energy storage system are controlled through the energy storage control circuit.
