The oxidizer comprises a shell pass cylinder which is divided into a catalytic reaction layer and a quenching section from top to bottom; a plurality of heat exchange tube nests for cooling are mounted in the quenching section; in the shell pass cylinder, an interlayer wrapping the catalytic reaction layer is formed outside the catalytic reaction layer, two steam outlets are formed in the shell pass cylinder, outside the catalytic reaction layer; the height of a steam-water mixture in the steam outlets is larger than that of the catalytic reaction layer; and the shell pass cylinder is divided into an upper inner diameter variable part and a lower inner diameter constant part.
