The novel flow regulator comprises a circular rectifying plate, wherein a plurality of circular holes are formed in the rectifying plate; the circular holes are radially distributed by taking the center of the rectifying plate as a reference; and the hole diameters are sequentially reduced from inside to outside. The metering instrument integrated device comprises a front cut-off valve, a flow regulator, a front straight pipe section, a precession vortex flowmeter, a rear straight pipe section and a rearcut-off valve which are sequentially connected.
