The method comprises the following steps of 1, preparing low-temperature freeze water; 2, arranging cutter head freezing areas; 3, installing freeze pipes; 4, arranging monitoring points and installing sensors in a frozen reinforcement formation; 5, laying fire-proof heat-insulated layers; 6,setting a mud and water cabin partition plate as a cold plate; 7, forming the frozen reinforcement formation into a frozen body.
