The invention discloses a device for drilling a hole and laying a circuit in rock. The device comprises an installing block, wherein clamping devices are symmetrically arranged in the installing blockat top and bottom; storage cavities positioned in the upper end surface and the lower end surface of the installing block are arranged in the clamping devices; a clamping plate is arranged in each storage cavity in a vertical sliding way; dismounting plates are arranged at the right side of the installing block; a splicing device is arranged at the right side of each clamping device and in the corresponding dismounting plate; and the splicing devices comprise turning cavities which are vertically and symmetrically arranged in the right end surface of the installing block.
