In a specific implementation mode, the device comprises an installation platform, a first laser radar,a second laser radar, image collection equipment, a positioning antenna and an inertia measurement unit, wherein the installation platform is fixed on a roof of a collection vehicle; the first laserradar is horizontally arranged on the installation platform through a first base; the second laser radar is tipsily arranged on the installation platform through a second base and is located at the front end or the rear end of the installation platform; the image collection equipment is fixed at two sides of the installation platform; and the inertia measurement unit is fixed on the installation platform.
