The invention provides a glass base tube production system and a glass base tube production method. The system comprises a pressure control device, a heating and melting device, a rotary drawing device and a cutting system, and the method comprises the following steps: drawing molten glass to form a glass base tube, wherein the glass base tube and a mother tube synchronously rotate in the drawingprocess; and under the condition that a piston with a hole exists in a glass base tube, carrying out the on-line cutting through devices such as a laser cutter, so that the requirement for the heightof drawing equipment is reduced. 本发明提供玻璃基管生产系统及生产方法，该系统包括压力控制装置、加热熔融装置、旋转拉制装置及切割系统；该方法为熔融状态的玻璃通过牵拉形成玻璃基管，牵拉过程中，玻璃基管与母管同步旋转；在玻璃基管存在带孔活塞的情况下，通过激光切割器等装置实现在线切割，同时减少了对拉制设备高度的要求。
