The chirp measurement device comprises a first laser, a second laser, an opticalsignal modulation circuit, an optical coupler, a sampling circuit and a processor, wherein the output end of the first laser is connected with the input end of the optical signal modulation circuit,the input end of the optical coupler is respectively connected with the output end of the optical signal modulation circuit and the output end of the second laser, the output end of the optical coupler is connected with the input end of the sampling circuit, and the output end of the sampling circuit is connected with the processor; the processor is used for carrying out phase shift coefficient calculation on the direct current component, the first harmonic component, the second harmonic component and the third harmonic component output by the sampling circuit to obtain a phase shift transformation factor, and carrying
