The device comprises a mounting seat and a plurality of turnover frames which are mounted on the mounting seat in a foldable manner, and the turnover frames are distributed on the periphery of the mounting seat. Each turnover frame comprises a fixed platform, a pair of supporting legs connected to the lower portion of the fixed platform, andan overturning plate connected to the outer sides of the pair of supporting legs. Each overturning plate comprises a back plate, a bending part formed by bending forwards from the back plate, and a pair of wing parts formed by extending forwards from the two sides of the back plate; the wing parts and the supporting legs are mounted together through mounting pieces; the mounting pieces penetrate through the wing parts and the supporting legs to mount the wing parts and the supporting legs together; each turnover frame is further provided with a pull rod assembly installed on the correspondingbending part.
