The steel plate comprises the following chemical components of, in percentage by mass, 0.18%-0.23% of C, 0.15%-0.50% of Si, 1.40%-1.60% of Mn, less than or equal to 0.015% of P, less than or equal to 0.010% of S, 0.030%-0.070% of Nb, 0.025%-0.050% of Alt and the balance Fe and inevitable impurities. The production method comprises the steps of blank heating, blank rolling and steel plate heat treatment process.
