The method comprises the following steps: taking the annual total output value of the industry, the maximum Sand the minimum total cost G of newly added industrial pollutant treatment as target functions; using a water environment quality constraint, a water resource reasonable utilization constraint, an industry optimization adjustment constraint and an industry allocation capacity non-negative constraint as four constraint conditions; and constructing a multi-objective industry total quantity optimaldistribution model, solving an optimization problem after converting the objective function from multiple objectives into a single objective and converting nonlinear constraints into linear constraints, and obtaining pollutant total quantity multi-objective optimal distribution.
