Sprouted seawater rice serves as a main raw material, and the method specifically comprises the following steps: performing drying in the shade, performing coarse grinding, performing humidifying, performing inert gas replacement, performing extrusion cooking, performing jet pulverization, obtaining the composition, performing packaging andstoring, and processing and storing the product. According to the rice powder made by the method disclosed by the invention, soluble cellulose content is increased to 20-42 g/100g, and the ratio of the soluble cellulose accounting for total cellulose is increased to 80-85%.
