The method comprises the following operation steps: S1, transplanting and returning green stage: a certain shallow layer of water needs to be maintained in a field; S2, early tillering stage: wet management is adopted at early and flourishing tillering stages, namely, a thin layer ofwater with 10 mm or below is irrigated once every three to five days; S3, late tillering stage: at the late tillering stage, the field is dried, ineffective tillering is controlled and the robust development of root mass is promoted; S4, jointing and booting stage: a deep layer of water with 10-20 mm is maintained in the field; S5, heading and flowering stage: suitable irrigation depth at the stage is 0-10 mm; S6, milk ripe stage: running water is controlled to irrigate once every three to five days; S7, yellow ripening stage: a thin layer of water with 10 mm or below is irrigated once every three to five days before
