The present invention provides a groove filling material dispersal device with which a groove filling material can be dispersed reliably to the intended location while suppressing the influence of a magnetic field. The present invention also provides a submerged arc welding device. The groove filling material dispersal device is used in a submerged arc welding device that welds a material to be welded while a groove filling material is dispersed in a groove in the material to be welded.
