The device comprises an observation pillar fixedly connected with the dam crest core-wall,a forced centering base, and a surveying and mapping base matched with the surveying and mapping base; the crest level of the observation pillar is lower than that of the dam crest, the forced centering base is fixedly arranged at a top surface of the observation pillar, the surveying and mapping base is detachably connected to the upper side of the forced centering base, and the surveying and mapping base is connected with a surveying and mapping module; the device further comprises a protective cover for shielding the crest of the observation pillar, and the crest level of the protective cover is same as that of the dam crest when the protective cover is placed at the crest of the observation pillar.
