The invention provides a process system and corresponding method for generating low-pressure saturated steam through quality increase of industrial waste water. The system comprises an industrial waste heat recovery subsystem achieving waste heat recovery and supplying high-temperature water and a steam impurity increase subsystem for preparing high-grade low-pressure saturated steam.
