The catalyst includes Pt, Ni and C, wherein the Pt accounts for 9-25% of thetotal mass of the catalyst, the Ni accounts for 3-19% of the total mass of the catalyst, and the total mass of the Pt and the Ni accounts for 25-35% of the total mass of the catalyst, and the C accounts for 60-73% of the total mass of the catalyst; the thickness of the coated carbon layer is 0.5-3 nm, a carbon layer structure of a coated catalyst is a porous structure formed by cross-stacking of multiple single-layer carbons; at the same time, an X-ray photoelectron electron spectrum and a transmission electron microscopy spectrometer show that the coated carbon layer is doped with an N element, the N accounts for 0.1-5% of the total mass of the catalyst, and the pyridine nitrogen peak area after the X-ray photoelectron electron spectrum separates a peak is displayed: graphite nitrogen peak area is equal to 1:1-1:
