The device includes a main compartment and a bottom bracket, wherein the bottom of the main compartment and the top of the bottom bracket are both provided with mutually matching openings; the bottom bracket includes a tray; the main compartment body is provided with a water pump for pumping external water into a buffer tank; and operating handles are disposed outside the main compartment body and the tray in order for an external ROV to combine the main compartment with the bottom bracket.
