The heavy oil pump comprises an upper pump cylinder, a lower pump cylinder, an offset one-way valve and a stirring device, wherein an upper plunger is assembled in the upper pump cylinder; a lower plunger is assembled in the lower pump cylinder, the lower plunger is connected with the upper plunger, and a power rod is arranged at the lower end of the lower plunger; the offset one-way valve is fixed below the upper pump cylinder, and comprises a offset valve seat, the lower pump cylinder is fixed on the offset valve seat, and a mixing tube is connected to the lower part of the offset one-way valve; an inlet of the offset one-way valve communicates with the mixing tube, an outlet communicates with the upper pump cylinder, the offset one-way valve is open when the upper plunger ascending, and the offset one-way valve is closed when the upper plunger descending; the stirring device comprises a stirring seat, and the stirring seat is slida
