The method comprises the steps of establishing an evaluation index system; dividing state levels and forming a parameter set; forming a plurality of fuzzy soft sets by utilizing expert evaluation data; obtaining an interval value fuzzy soft set by utilizing all the fuzzy soft sets; obtaining an integratedinterval value fuzzy set and an initial score by adopting a weighted fuzzy decision algorithm; normalizing the initial score to obtain a specific gravity value and a weight value; determining a scorevalue and a state level of each state index; and obtaining an importance sequence of the state indexes according to the index weights, judging existing fault dangers according to score values corresponding to the state indexes, and giving a corresponding early warning maintenance strategy after comprehensive analysis.
