The preparation method comprises the steps of after uniformly mixing polyethylene, vinyltriethoxysilane, dicumyl peroxide (containing 50 percent of water) and dibutyltin dilaurate, carrying out extrusion molding to prepare an inner pipe; after uniformly mixing polyethylene, amicroencapsulated phase change material and carbon blank, carrying out melt spinning to prepare a fiber mesh; spraying an adhesive on the outer surface of the prepared inner pipe, covering the prepared fiber mesh on the outer surface of the inner pipe, carrying out UV light-curing, and preparing a double-layer pipe; and preheating the surfaces of the prepared double-layer pipe, and preparing thecomposite pipe through winding and covering a polyethylene material strap on the surface of the double-layer pipe.
