The polymer comprises polytetrafluoroethylene and poly(perfluoropropene), and is characterized by also comprising polyhedral oligomeric silsesquioxane; based on 100%by mass of the polymer, the mass fraction of the polytetrafluoroethylene is 40-95%, the mass fraction of the poly(perfluoropropene) is 5-40%, and the mass fraction of the polyhedral oligomeric silsesquioxane is 2-20%. Compared with the prior art, the polymer has low dielectric loss and good flexibility and mechanical properties; and moreover, the heat resistance, the chemical stability and the ageing resistance are quite high.
