The preparation method includes: mixing potassium permanganate, N, N-dimethylformamide and deionized water, stirring to form a mixed solution A, allowing hydrothermal reaction, centrifugally washing, vacuum drying, grinding, and sieving to obtain Mn3O4 nanorod powder; dissolving crystalline tin tetrachloride into deionized water, and dropwise adding a sodium hydroxide solution into a solution while continuously stirring to form a mixed solution B; dissolving the Mn3O4nanorod powder into the mixed solution B, stirring, performing ultrasonic treatment, allowing hydrothermal reaction, centrifugally washing, vacuum drying, grinding, and sieving to obtain a hierarchical Mn3O4@SnO2 core-shell nanostructure electro-catalytic material.
