The method comprises the steps of filling a desulfurization and denitrification reactor with active cokes; cyclically carrying out N times of desulfurization-denitrification-active coke regeneration, wherein the N is greater than 1; and calculating active coke desulfurization efficiency and active coke denitrification efficiency in each cycle. In a cycle, the desulfurization and denitrification reactor works at a desulfurization reaction temperature, a denitrification reaction temperature and an active coke regeneration reaction temperature in sequence.
