The invention discloses a flexible organic light-emitting display panel and a display device. The flexible organic light-emitting display panel comprises a flexible substrate, a thin-film transistor layer disposed on the flexible substrate and an organic light-emitting diode layer disposed on the thin-film transistor layer. The flexible organic light-emitting display panel further comprises a protective layer, wherein the protective layer is electrically connected with a source electrode or a drain electrode of the thin-film transistor layer, the protective layer is electrically connected with a first electrode of the organic light-emitting diode layer, and the protective layer is used for increasing the adhesive force between the thin-film transistor layer and/or the organic light-emitting diode layer and bearing the stress generated when the flexible organic light-emitting display panel is bent.
